The name Biê-lè Fêqê is derived from the Iron Elvish language, as Biê-lè Fêqê was founded by Nrèsi Dyêm, who was culturaly Iron Elven.
Climate
Biê-lè Fêqê has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a pleasant 25°C (77°F). Biê-lè Fêqê receives an average of 284 cm/y (111 in/y) of precipitation, most of which comes in the form of rain during the spring. Biê-lè Fêqê covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2160 m (7086 ft) above sea level.
Overview
Biê-lè Fêqê was founded durring the late 10th century, by Nrèsi Dyêm. The establishment of Biê-lè Fêqê was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Nrèsi Dyêm struck deals with nearby nations and communities to establish Biê-lè Fêqê as a prison colony.
Biê-lè Fêqê was built using the conventions of Iron Elven durring the late 10th century. Naturaly, all settlmentss have their own look to them, and Biê-lè Fêqê is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Biê-lè Fêqê is buildings are arranged arround a network of premissive cobblestone streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. Biê-lè Fêqê's bare minimum defences has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
The town shows nothing out of the ordinary, at first glance. Then you start to notice all the small things. Each window has seven iron nails pounded into the sill. Every door has a sprig of holly overhead. Every well is branded with purity seals and runes to ward the contents. Everyone is carrying a small charm for safety or fortune, be it a rabbit’s foot, a horseshoe, or other little totems.
Civic Infrastructure
Biê-lè Fêqê has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Biê-lè Fêqê. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Biê-lè Fêqê's parks.
Biê-lè Fêqê has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Biê-lè Fêqê.
Biê-lè Fêqê has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Biê-lè Fêqê has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Biê-lè Fêqê has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Biê-lè Fêqê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Biê-lè Fêqê's public wards, blessings, and other arcane systems.
Biê-lè Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Biê-lè Fêqê's natural decorations nor waterways.
Biê-lè Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Biê-lè Fêqê's mayor's house was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. However, many buildings with large ceiling spaces had their ceilings decorated with elaborate paintings, simply because the large flat spaces could feel wasted.
In Biê-lè Fêqê the milk never sours.
The Tauhoti near Biê-lè Fêqê are known to be quite timid.
Biê-lè Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves embarking on a group pilgrimage to channel Illusion energies of tier 1 via singing.

A great magical Working has been a critical part of Biê-lè Fêqê since its creation, but now it's beginning to decay. It may function only intermittently, now, or its effects may have curdled into something double-edged. The locals have no idea how to fix it, and indeed, it may not be possible to repair it with modern science or sorcery.
Due to a magical anomaly, Biê-lè Fêqê is directly accessible from a nearby river, despite the lack of a physical connection between the town's pond and the river.

History
In time immemorial, reportedly some time during the early 2nd century Mere Landless began to boil, and released a thick toxic cloud from beneath its waters which was isolated to the area around Biê-lè Fêqê, which was swallowed by the fumes for several days. Biê-lè Fêqê lost 259 people, 203 livestock, and 90 buildings in the disaster, though it is of note the local plant life flourished after the disaster. The disaster is referred to as the Death Wind.
